Dominique Libault Accident, Death, Obituary, Former Director of the French Social Security dies at 64

We are deeply saddened to announce the death of Dominique Libault, former director of the French Social Security, who passed away at the age of 64. Jean-Pierre Farandou, Minister of Labour and Solidarity; Stéphanie Rist, Minister of Health, Families, Autonomy, and Disabled Persons; and Camille Gaillard Minier, Minister in charge of Autonomy and Disabled Persons, have expressed their heartfelt condolences and paid tribute to a man whose lifelong dedication significantly shaped France’s social protection system.

Dominique Libault’s career began after graduating from the prestigious École Nationale d’Administration (ENA) in 1987, when he joined the Social Security administration. Over the years, he became an influential figure in the development and reform of France’s social model. His leadership culminated in his role as director of Social Security from 2002 to 2012, during which he oversaw major reforms and contributed to strengthening and consolidating social security amidst societal changes. His efforts helped adapt the social protection system to evolving demographic, economic, and social challenges, ensuring its sustainability and relevance.

Beyond his tenure at Social Security, Dominique Libault’s influence extended to key public institutions. He served as a State Councillor, Director of the National School of Social Security (EN3S), and President of the High Council for the Financing of Social Protection (HCFiPS). In each role, he demonstrated a profound commitment to public service, leveraging his expertise and experience to improve social policies and foster unity among stakeholders involved in the social protection domain.

One of Dominique Libault’s most notable contributions was his work on autonomy and aging. In 2019, he authored a comprehensive report following the “Grand Age and Autonomy” consultation, which laid the foundation for France’s significant reforms in supporting the elderly and disabled populations. His recommendations led to the creation of the fifth branch of Social Security in 2020, dedicated specifically to autonomy. This marked a historic shift, recognizing loss of autonomy as a distinct risk and establishing dedicated management structures. He also championed the development of the Departmental Public Service for Autonomy, which aimed to improve local services and support for vulnerable populations.

Until recently, Dominique Libault continued to contribute to debates on the future of social protection, focusing on financing and adapting the system to meet new demographic and societal needs. His unwavering dedication, expertise, and leadership have left an indelible mark on France’s social protection landscape.
