Stephen Biggs Obituary: Pueblo Police Corporal Dies After Lake Pueblo Wakeboarding Accident

PUEBLO, Colo. — Corporal Stephen Biggs, an off-duty Pueblo Police Department officer, has died following a wakeboarding accident at Lake Pueblo State Park. His body was recovered early Monday morning after he was reported missing following the incident on Sunday.

Officials identified Biggs as the boater whose body was recovered from the lake. The circumstances surrounding the accident remain under investigation, while the Pueblo County Coroner’s Office is expected to release the official cause and manner of death at a later time.

Biggs served with the Pueblo Police Department since October 2010, establishing a career defined by law enforcement service, dedication and recognition from his colleagues. During his time with the department, he worked as a patrol training officer and became a distinguished member of the agency’s SWAT team.

His service was recognized through numerous awards and commendations. Biggs received 10 letters of commendation during his career, along with three Medal of Valor awards and the Distinguished Service award.

Those honors reflected the contributions he made during more than a decade with the Pueblo Police Department. Colleagues remembered him not only for his professional abilities but also for his commitment to fellow officers and the community he served.

Pueblo Police Chief Chris Noeller described working alongside Biggs as an honor and said his death was deeply personal for the department.

“Working with Stephen was an honor, and his loss is deeply personal,” Noeller said while extending condolences to Biggs’ family, friends and members of the Pueblo Police Department.

News of Biggs’ death has prompted mourning among fellow officers and others who knew him throughout his years of service. His work with the department, including his role as a patrol training officer and SWAT team member, remains an important part of his professional legacy.

As authorities continue to investigate the circumstances of the wakeboarding accident, additional information may be released by the coroner. At this time, the official cause and manner of death have not been announced.

Biggs is being remembered by the Pueblo Police Department as an officer who devoted years of service to the community. His family, friends, fellow officers and members of the Pueblo community continue to mourn his loss and remember his dedication, courage and commitment to public service.
